Implements #8.\n\nBuilds the web-first project loop: connect/select projects, create and start issues, observe progress and verification, and surface an optional Gitea pull-request review action. Uses shared @code/primitives state mappings and keeps evidence derivation outside presentational components.\n\nChecks: scoped Ultracite, web typecheck, web evidence tests, primitives typecheck/tests, web production build. Root bun run check remains blocked by pre-existing vendored repos/effect formatting and missing @effect/oxc/oxlint plugin.
