Mohamed Boudra a134873d47 fix(usage): resolve saved provider accounts without sessions
Default-model chats retain their effective model in saved runtime info, and the persistence handle retains the session ID needed for credential attribution. Pass both through the provider client so closed chats resolve usage after restart.

Mohamed Boudra 4274b2be0d fix(usage): show account reports in reopened chats
Stored agents have no loaded session after a daemon restart, so session-owned reference lookup returned null. Resolve through provider clients using stored config, and request the report when a chat opens even during a turn.

paseo-bot[bot] b9ac1d4982 fix(app): add a Back to plugins link to plugin settings screens on desktop (#5620)
On the wide settings layout, a plugin settings screen showed only its title
and the plugin's content, so getting back to the Plugins page meant finding
Plugins in the sidebar again. The compact layout already had a Back header
and project settings already had a desktop "Back to projects" link. Plugin
settings screens now render a "Back to plugins" link on desktop the same
way, including when the screen is offline or unavailable.

Closes #5518
