docs(changelog): promote 0.9.0 to stable

Browse Source 
Collapses the 0.9.0-beta.1 and 0.9.0-beta.2 entries into one stable entry
covering v0.8.0..83f9fba20. Adds #4413; the other post-beta.2 fixes correct
regressions introduced inside this same range.
