fix(server): draft speed shows the tier the first turn will run with

Draft discovery reported the options as requested, so a Fast configured as a legacy fast_mode or the fast alias read as Normal while creating sent the model's own Fast tier. The draft now reports the options the scratch session opened with, as registration does.
