test(server): remove connected-host delivery timing assumptions (#7961)

Browse Source 
CLI startup is not bounded by the recipient quiet window. Exercise the three delivery sources in separate windows and retain exact timeline and durable receipt assertions. Await permission-finish cleanup after dispatch acknowledgment using the integration cleanup budget.
