Implement the minimum usable web surface from the existing apps/web/design assets and canonical DESIGN.md: connect/select project, create or see generated issues, start/observe AgentOS work, show meaningful progress/verification, and expose the resulting Gitea PR for review. Keep state in reusable hooks and business logic outside presentational components.
