* feat(app): open the tab chooser beside the pointer

Keep keyboard-created and empty-pane New tabs as persistent launcher surfaces, while giving pointer users an anchored chooser at the pane-local plus button. Both presentations resolve the same launch catalogue so future ordering and customization cannot drift.

* test(app): follow the anchored tab chooser

The browser helpers still searched inside the pane for persistent-launcher controls after clicking the portalled menu trigger. Exercise the menu through its own roles and stable catalogue IDs.
