* fix(server): keep password-protected config reload responsive

Resolve authentication only during startup. Runtime config writes and reloads share an async queue so durable state and live owners stay ordered, including overlapping plugin changes and rollback.

* test(server): adapt config consumers to async service-port reads

Provide the service-port capability in the existing Session and tool-bridge fixtures. Use the platform temporary directory for the plugin agent fixture so its working directory exists on Windows.
