* fix(server): run slash commands sent by another agent out of band again * fix(omp): send /steer and /follow-up as prompts so an idle agent starts a run * test(omp): verify idle follow-ups and parent notifications Cover real daemon and MCP delivery, and keep the fake runtime tests independent of an installed OMP executable.
