paseo-bot[bot]andJacek Tomaszewski a8032a1502 fix(app): open outside folder links without breaking Files (#7726) ...

Outside folder links were routed to the workspace-scoped Files explorer,
which kept an access error until Retry. Route explicit outside folders
to the local file manager or show an outside-workspace message, while
preserving existing file and inside-folder behavior.
