paseo-bot[bot]andtieo 833b4ef80a fix(server): keep concurrent refreshes within their daemon ...

Hold reload and history hydration together across client connections, and scope
pending work to the agent manager that owns it. Exercise the real daemon with a
slow-history provider, separate managers, shared failures and subsequent retries.
