Add DbProjectRegistry and DbWorkspaceRegistry implementing the existing
ProjectRegistry/WorkspaceRegistry interfaces against Drizzle/PGlite.
Real PGlite contract tests verify full behavioral parity with the
file-backed implementations including FK constraints.

No runtime rewiring — bootstrap and consumers untouched.
