Mohamed Boudra 54299a2e6c fix(server): let event-stream startup recover once (#3814) ...

The readiness wait expired at the same boundary as the producer watchdog, so a reconnect already initiated by the event consumer could never benefit the pending turn. Keep dispatch gated, allow that retry to land, and preserve the actual SDK failure details for logs and user-visible reports.
