paseo-bot[bot] 5062d5ee90 fix(server): report completion after waking remote closed agents (#8575 )

A queued prompt can leave the previous closed snapshot visible until dispatch. Do not treat that snapshot as terminal when the finish wait times out; retain permission resolution while awaiting the new turn's outcome.
