* feat(app): replace empty panes with New tabs

Give every retained pane an independently identified New tab, replace it in place when a destination is chosen, and preserve split close and move invariants. Keep existing workspace startup and compact explorer routing explicit, with focused unit and browser regression coverage.

* test(app): count content tabs in subagent integration

* fix(app): preserve workspace shortcut ownership
