* fix(omp): show manual compaction progress and refresh context usage

OMP answers a manual compact with its RPC response alone, without
compaction_start or compaction_end, so /compact on an OMP agent showed no
row and left the context meter at the pre-compaction value until the next
turn. The compact request now emits the loading and completed rows itself
and publishes the session's context usage once it returns.

The fake OMP runtime no longer emits compaction events for a manual
compact, matching what OMP sends.

Closes #5966

* fix(omp): keep a running turn's usage polling through a manual compact

Refresh the compacted context usage without ending the active turn's
poll, wait for the usage update in the real OMP test, and cover a failed
manual compact.
