Mohamed Boudra 463415ae84 fix(providers): tolerate slow Pi and OMP RPC startup (#4008) ...

MCP and extension initialization can keep provider control-plane requests pending beyond 30 seconds even when the response will arrive. Use a configurable 60-second provider default and include the active RPC phase in timeout errors.
