* fix(server): recover already-settled interrupts Provider state can drift from Paseo’s tracked run. Treat an authoritative already-idle interrupt as settled and retire the captured run token so retrying can start new work without weakening ambiguous-cancellation protection. * fix(codex): fence interruption during turn startup Reserve foreground-start ownership before asynchronous provider setup. An interrupt can now cancel preflight before turn/start or wait for an issued start to become interruptible, preventing acknowledged cancellation from leaving unmanaged work.
