The first Windows OMP store case exceeded its five-second budget while subsequent equivalent cases completed under a second. Load the builtin during test collection so its cold initialization does not consume the first test deadline.
* test(workspaces): publish complete service environment fixtures
Waiting for file existence races with writeFileSync creating the file before writing its contents. Rename completed JSON snapshots into place so the existing readiness check cannot expose an empty file.
