Reverts the storage migration from a987b4a43. The Codex speed control now takes its default from the session's current options with the same rule the runtime uses (an explicit service_tier wins; fast_mode: true applies only while service_tier is absent). This holds on create, resume, live apply and for config.json defaults, and stored options stay as set.
