* test(server): isolate the reconciliation responsiveness budget

Measure the cold reconciliation in compiled plain Node so unrelated runner callbacks cannot consume its 20ms budget. Retain real filesystem admission and every archival assertion, with unrelated CPU work in the parent as a regression check.

* test(server): initialize probe filesystem support before measurement
