* fix(app): keep restored workspaces during directory refresh

Capture workspace maps and cursors from one transaction baseline so cache hydration cannot pair an empty map with a current cursor. Reject legacy directory checkpoints to recover caches already persisted with missing workspaces.

* test(app): clarify workspace cache recovery flow
