fix(ci): pin Playwright jobs to supported Ubuntu image

Browse Source 
The ubuntu-latest rollout moved to Ubuntu 26.04, which the locked browser installer rejects. Keep browser-installing jobs on the same Ubuntu 24.04 image used by the last passing main run.
