fix(app): retain checkout selection after workspace failure

Browse Source 
Return the submitted checkout through the existing draft failure handoff. Keep client-owned receipt ordering and retries out of app presentation, and retain direct coverage of newer draft cleanup while removing the unused background-agent wrapper.
