Use --no-bundle for desktop smoke builds

Browse Source 
Smoke tags have non-numeric pre-release identifiers (e.g. gha-smoke.1)
which MSI bundler rejects. Since smoke builds only need to prove Rust
compilation succeeds, skip bundling entirely.
