feat(plugin): add sidebar view examples and ref actions

Browse Source 
Keep sidebar layout and gestures inside the plugin while routing entity handles to their owning hosts. Examples cover empty projects, pinned workspaces, task sections, nested agents and device-local label folders.

When the host’s **Check usage** switch is off, the daemon rejects usage requests before discovery, without reading logins or calling vendors. ## Replace sidebar content
The sidebar view slot is global across hosts, while header and footer contributions retain their
host selection. The slot owns selection loading, fallback and the error boundary; the plugin owns
its layout. This keeps plugin failures from removing navigation or recovery controls. The
