test(cli): align worker upgrade checks with protocol 6 (#9033)
The upgrade journey still expected protocol 5 after the worker moved to 6, stopping every main CLI run before adoption coverage. Keep obsolete versions 0 through 4 and exercise newer-worker rejection with version 7. Co-authored-by: paseo-bot[bot] <266920839+paseo-bot[bot]@users.noreply.github.com>
